setting up FTP-server

HI

I want to set up an FTP server on a non-standard port. Like 4321.  How 
to do? I can't find any HOWTO.
Or an HTTP-server, also non-standard port.  I want those ports because 
of being blocked from my ISP.  What is the right setting-up?
I use woody.
