.deb are Debian package files used by Debian based installation utilities. Go to: http://www.debian.org/releases/stable/installmanual for installation instructions. or if you don't want to read all of it, the floppy setup is http://www.debian.org/releases/stable/i386/ch-install-methods.en.html#s-install-floppies This is for old, reliable potato release.
