Problem solved - but not understood. I disconnected my external scsi hard drive, and now I can burn CDs. The drive works fine when connected, so does the CD drive, just can't burn CDs. IDs are unique, and devices are detected properly at boot up. Oh well. Thanks to everyone who tried to help.
