Debian release names aren't related to the kernel version. Releases happen pretty much whenever the development team manages to get them ready. Official releases are numbered: the last release was 2.2. Before the release actually happens, the distribution is called by a codename to avoid confusion between pre-release versions and the release itself. The codenames come from the film "Toy Story", because a former Debian Project Leader (Bruce Perens) worked at Pixar.
