I believe this is a BIOS setting. Note that logging into a GNU/Linux or Unix system with CAPSLOCK set will force your entire session to be all caps. I'm not sure what this does to case-sensitive features such as filenames and commands. This is strongly discouraged. Peace. -- Karsten M.
