Can't help you with the console: while this may be possible; I don't know how to do it. For xterm, take a look at the -fg and -bg command line args, or the following X resources: xterm*foreground xterm*background xterm*cursorColor xterm*pointerColor xterm*pointerColorBackground All of this is documented quite nicely on the xterm manpage; give it a read.
