what about if you are root, do you get any sound then? of so, what does
ls -la /dev dsp give you?

you schould get something like:
bash$ ls -la /dev/dsp
bash$ crw-rw-rw-    1 root     audio     14,   3 Jun 13  2001 /dev/dsp

and make sure you are a member of the audio group.
