If you set the connection named provider up for demand-dialing it isn't
supposed to dial when you run pon.  Pon just does 'pppd call provider'
which causes pppd to create an interface and then start waiting for
something to try to use it to reach the Net.  When that happens pppd will
dial the modem and create a real connection.  That's why it's called
'demand-dialling'.

Start pppd with pon and then try to make a connection with something such
as 'ping -c1 www.debian.org' and see what happens.
