A friend of mine directed me to this page:

There is a line that say:
To use PHP's OpenSSL support you must also compile PHP --with-openssl[=DIR].


Maybe the problem is that php4 is not compiled for ssl:

On debian (woody) from the file
/usr/share/doc/php4/README.Debian.gz
(package php4) you can read:

openssl - disabled. Would have gone to non-US.

If this is the problem you can try getting the sources and recompile enabling ssl support.
