I never used Tkdesk, but you could try 

 ... -e /usr/bin/env 'LANG=de_DE LC_MESSAGES=C mutt'
 ... -e /bin/bash -c 'LANG=de_DE LC_MESSAGES=C mutt'

& the same with the ' around everything
