Packages to run kernel 2.4.x on potato (release 19)

I have prepared the packages needed to run kernels up to 2.4.10 on a
Debian 2.2r3 (potato) system. Please read [1] for more information.

Changes since the last release:

          + there are now powerpc packages compiled by Jens Kutilek
          + added: irda-tools
            Binary packages:
               o irda-commom
               o irda-tools
          + updated: devfsd (1.3.17-1 -> 1.3.18-4)
          + updated: ifupdown (0.6.4-3 -> 0.6.4-4)
          + fixed  a  bug  when  installing  ppp  on  a  machine  with  a
            non-modular kernel
