I think nearly any Linux distribution can be used to create routers. It is, after all, the networking functionality of Linux (the kernel and other applications) that one needs to build a router. I've been using Debian for several years for routers at home and at work. The question really is, what are the resources in terms of disk space, RAM, etc. that are available on the target platform that you to be the router. For machines with limited resources, the Linux Router Project is intended to run off a floppy in a machine with no hard disk. So the smallness of the distribution is relevant when the target hardware is limited, but isn't when it is not.
