If no man page has been installed then you can:
1) The Linux Documentation Project
http://www.tldp.org/ [I think - I get their new URL wrong
constantly]
2) Run the program with something like:
links -h
links --help
3) Try google
I believe you are allowed to file a bug against packages that lack man
pages, in which case if you really have downloaded a package with no
sane man page (even one that says the package maker didn't make one)
then you can have the joy of using the Debian bug tracking system...
