Thats just for mail access. Exchange is not a mail server, it just happens to do mail as part of being a workflow type server. Unless the sysadmins allow him to access just the mail component, he has to use Outlook. This is because Exchange replicates calendars, tasks, etc. For example, boss has "Fire underling's PA @ 5pm" as a Task. He can delegate this by assigning the task to you. When you login, the task pops up on your task list.
