I get similar messages for a mess of timeserves I'd used in the past.
I'm behind a firewall (my own) that blocks a mess of stuff, allowed are
ports are:

    icmp: 0, 3, 11
    ports PASS: 22, 25, 80, 443 -- PASS
    ports REJECT: 113
    (All others DENY)

...is there something that ntpdate needs to get through to me?
