There are some backported packages (mostly for running 2.4 on potato) at deb http://people.debian.org/~bunk/debian potato main. pppoe 3.something is one of them. However, /usr/sbin/pppoe in that package is a wrapper script that uses a bash feature (c style ++ operator) that was introduced after bash 2.03, so you either have to patch /usr/sbin/pppoe or use pppoe.real in your /etc/ppp/peers/dsl-provider file.
