copy the user.js from your ~/.mozilla/profilename/*/user.js into
~/.phoenix/default/*/user.js

or you can create a brand new user.js and add the appropriate entries.
Take a look at  /usr/lib/mozilla/defaults/pref/debian.js for ideas.
