Some possibilities:
1. Remove the service if not needed.
# apt-get remove service_name
2. # /etc/init.d/service_name stop
To stop the service.
3. See "man update-rc.d"
To remove the start scripts.
4. Comment out services in /etc/inetd.conf
and
# /etc/init.d/inetd restart
