I can't tell you what's wrong, but I had the same problem, and worked around it by disabling demand-dialing mode: comment out the line in /etc/ppp/peers/provider that says `demand', by changing it to `#demand'. This means that ppp will connect immediately, and stay connected instead of waiting until you try to access the net. If you don't use demand-dialing mode, then I'm not sure what you can do...
