What this basically means, is that some packages are being 'held' by either
dpkg or apt, to prevent them from being upgraded. It's just apt's way of
saying, "By the way, I won't upgrade these packages until you tell me too."
You can 'unhold' them by installing them with apt-get. (apt-get install
<held-package>)
