The fact that windoze can't be booted is NOT lilo related. For example:
try setting the windoze partition active (using fdisk, partition magic, or 
whatever tool you've got at hand). You'll see that windoze will not boot.

What I don't understand is how you've been able to install windoze on a 
non-HDA1 partition...

I got my dos and windoze on SDA2 and SDA1 respectively, both on primary 
partitions. My bootmanager (BootMagic) hides one of them, so DOS/WIN will 
always see itself on SDA1. The only thing I can think of, is using a 
bootmanager that'll hide HDA and HDB upon booting. Else you have to put your 
vaporware on HDA...
