No. It is the xserver's fault.

Whenever I change to the X server console, it takes, say around 30
seconds for the keyboard to become re-enabled. The only reason I
didn't notice it with startx, is because gnome programs seem to take
ages to load (another bug).

I find this fairly annoying. Has anyone else experienced similar
problems?

Oh, just to rule this out:

snoopy:unstable:~# fuser -v /dev/vc/7

only one process is accessing the console
