Restore them from your backups.  You've got backups, right?

OK, you don't have backups.  

   - Get your package list ('/usr/bin/dpkg --get-selections > file').

   - Back up /home and /usr/local.  Just in case.  You do have a backup
     system, don't you (tape, removable media, networked storage).

   - OK, you don't have a backup system.  Buy a DAT drive for $400 and a
     handful of tapes.  Or a CDW or CDRW system.  But I'd prefer tape.

   - Reinstall a base Debian system.  Leave your non-system partitions
     alone (you *have* partitioned your system so that /usr/local and
     /home are isolated from the rest of your partitions, right?

   - Read in your former package list and restore your system to its
     prior state.

From my own system, files under /bin come from the following packages.
You may be able to reinstall from these:

    afio
    bash
    console-tools
    cpio
    debianutils
    ed
    fdflush
    fileutils
    grep
    gzip
    hostname
    login
    mount
    netkit-ping
    net-tools
    pdksh
    procps
    psmisc
    sash
    sed
    setserial
    shellutils
    sysvinit

    tcsh
    textutils
    util-linux
