Dear Sir,
I have recently purchased a computer magazine along with that two CDs
of *Debian *were given, now I bought the magazine for the Linux CDs,
but I can't make head or tail of how to install, run or do anything
with the CDs. I do not know how to partition the hard disc, I am very
much interested in switching over to Linux OS.
I am looking forward to some guidance from you so that I can start
using Debian.

Your best bet might be to start at http://www.debian.org, and read
there. Particularly, the Installation Instructions on the left-hand side
(http://www.debian.org/releases/stable/#new-inst) would be of benefit to
you. (You'll need to clickin the table on the appropriate architecture
(Intel, PowerPC, etc), language (English, Croation, etc), and format
(HTML, ASCII, etc).)
If you have an Intel-flavored machine that can boot from CD, and if you
don't need to keep any existing software on your machine, simply
configure your machine to boot off the CD and insert the binary Debian
CD and that should get you started. But again, read the installation
instructions above.
You're at a disadvantage since you don't know how to partition a disk.
This is not surprising, since the computer vendors usually do this for
you when they install (usually) MS-Windows at the factory.
Unfortunately, they usually set aside the entire drive for one big
Windows partition, which means one of two things:
1) You'll either have to risk losing everything currently on your
drive, or
2) You'll have to learn something about partitioning (and even in
this case, there's always risk of losing data, so backups are your friend).
Feel free to post more questions.
