It was more that the functionality was rolled out before the configuration tools, and that the configuration tools are implemented differently. There is also a change in the "concept" of configuration, moving it from a utility with plug-ins to a more unified system of themes - once you find where the settings are managed (particularly in Gnome 2.2,) it does make sense. I think that it is likely a good thing that Gnome 2.0 won't go into Testing - Gnome 2.2 is better pieced together and more completely assembled, particularly with the configuration tools and themes.
