All files under /etc/alternatives are created and maintained with
update-alternatives. So, a number of packages could be responsible for
maintaining it. The answer to your question could vary significantly
depending on what packages you have installed, for instance.
As for which package is currently set to - use "ls -l" to find out the
program name and "dpkg -S" to turn that into the package name.
