Hi, I am not expert but I do not think there is special tool for /etc/network. I am sure you may install one of graphical configuration tool like linuxconf but understanding what they really doing may be beyond our needs.
Everthing in /etc are user configurable, I think. Though I keep all original as *.dist as reference. The only exceptions are "update-alternatives" and "update-rc.d". If you have 2 NICs, I recommend you to use ipmasq package. This is prepackaged ipchain script. Installed it and modified it to cope with my cable modem. see: http://www.aokiconsulting.com/ipmasqfw.tar.gz If you are from RH, you can install printtool. . You can get it from woody and install it in potato. If uniprint (EPSON and CANON color printers) is needed, apply the patch I reported to bug report.
