I got surprised by that also. Only those packages which are common to potato seem to be shown in the package list for testing (which is linked to woody). Also, the Packages files for non-free and contrib are empty. I assume this is a temporary situation until the transition to the new system settles down (which will possibly take the 14 days that a package remains in unstable before moving to testing).
