Yes, this pops up with a particular Intel NIC driver also,
and affects all debian past 2.2.16

The simple key is to unpack source that is no longer unpacked
by defaults.

apt-get source kernel-headers-2.2.17

You might need to do this first...

apt-get install kernel-headers-2.2.17
