lilo also supports different passwords for different images/OSes:

boot=/dev/hda

install=/boot/boot.b

        label=linux
        root=/dev/hda1
        read-only
        password=singleusermode
        restricted

        root=/dev/hda1
        read-only
        password=backupkernel

other=/dev/hda12
        label=bloat
        password=msbloat

other=/dev/hda13
        label=bloat2
        password=anotherpassword

grub however only supports one global password AFAICT, which is
unfortunate.
