If you're on bash, add to /etc/profile:
LANG=de_DE ; export LANG
LC_ALL=de_DE ; export LC_ALL
LC_CTYPE="iso_8859_1" ; export LC_CTYPE
LC_MESSAGES="de_DE" ; export LC_MESSAGES
Now if anybody could tell me why I have no dead keys using

XkbLayout "de"
XkbVariant "nodeadkeys"

in my /etc/X11/Xf86Config?
