At my university (Helsinki Uni. of Technology), CS courses usually
require students to submit work in HTML, PDF and/or PostScript formats
(or plain ASCII text). Some people like to write HTML directly;
PostScript is easy to produce from both LaTeX and Windows (print to a
file using a PostScript printer driver - we have PostScript printers
at school anyway), and PDF is almost as easy. All three are easy to
read electronically and with free software (lynx, gv, xpdf)...

These formats don't really support editing the file, but homework
submissions generally don't need to be edited by teachers, anyway...
