You would definitely use it for creating the ISO images of the official Debian CDs. As for custom CDs, I'm not so certain about a process for doing this cleanly. I seem to recall a utility that migrates downloaded apt-downloaded packages from /var/cache/apt/archives to an appropriate place. Anyone care to be more helpful? (not difficult)
