This was a bug in libfreetype6-dev 2.1.2, fixed in 2.1.3. As a quick fix, edit /usr/include/freetype2/freetype/freetype.h and replace FT_ENCODING_LATIN_2 with FT_ENCODING_OLD_LATIN_2.
