You need deb http://non-us.debian.org /woody/non-US main contrib non-free in /etc/apt/sources.list. This is necessary to get around export restrictions on crypto algorithms in the US. Note that you should substitute potato or slink for woody in that line, if you not running woody. Then an apt-get update && apt-get install ssh will work.
