If it has RS232 then you don't need ISDN4Linux as that package is for cards which don't look like a modem. If it's RS232 then it probably acts like a modem (accepts AT commands, etc.) and can be configured much like a modem. You need more info about the modem itself. Looking at its command reference should show you how to dial up your provider and get working.
