Not sure if it's relevant, but you might look at your hogthreshold setting under /etc/dosemu/dosemu.conf. I believe DOS doesn't provide native CPU throttling, but Linux allows you to throttle CPU utilization of the DOS emulator as a whole. -- Karsten M.
