I don't think so. But in this particular case it's not a problem. Phoenix is a "tidy" program; you just unpack the tarball in a directory and run it from there, and everything related to Phoenix stays in that directory. To uninstall it you just rm -rf the directory. It uses the Woody version of libc6 but apart from that is self-contained, so there are no complicated dependencies.
