Hi Doug,

Try

  apt-get --print-uris -y dselect-upgrade >PACKAGES

Take that file to your work machine and do a 

  for i in `awk <PACKAGES {print $1}`; do wget --cont $i; done

This is *not* tested!  ... But should work.
