ownership & permissions of /var/spool/news/control/

I got a message of problems back from the news daemon as it tried to
work with this directory.  It cant do anything with it, as it is 
root:root and 755.  

I assume this is wrong.  Did something weird happen to me, or should I 
file a bug report?
