I usually find it enough to do /usr/sbin/exim -C /path/to/test/config/file and if that works I use the '-b..' options to test my changes. Just running exim on the config file seems to catch obvious syntax errors etc. If you are trying to find logical errors you will simply have to work out the correct options. For example '-bt user@domain' is a good way to check what exim will do to deliver a message to user@domain. Sorry for the Cc to you directly.
