ahemm, ARIN is not the only registry, at least with RIPE (european registry)
it´s also possible to register subnets, so I´d recommend using all 4 octets:

whois -h whois.ripe.net 1.2.3.4  (european area)
whois -h whois.apnic.net 1.2.3.4 (asia+pacific area)
