The only one I've ever used is hexl-mode in emacs.  Got the job done...

Of course, any editor (even any program that can edit files) can do
this.  Under Unix, devices appear as files: your first IDE hard drive is
/dev/hda, and the first partition is /dev/hda1...Go find yourself a good
Unix reference for more info, or google.

Um...Are you using Debian?  apt-cache search "hex editor" produced a
bunch of results for me...
