I've never worked with ISDN, but I was able to set up a
dial-up-to-my-home-linux-box-via-33.6-modem once. All I had to do
was add a getty line to /etc/inittab, if I remember correctly.
It's been a while, and I don't remember the details, but that was
it; just one line. (I undid it because I only have one phone
line.) Maybe this'll point you in the right direction.
