I'm using KDE 1.1.2... ALT-TAB cycles through all windows and CTRL-TAB cycles through the desktops.
Check the settings in the advanced windows properties section of the KDE Control Center. If that doesn't help then subscribe yourself to one of the KDE mailing lists and ask there.
