Not necessarily at all. Sometimes upgrading packages requires installing new packages, or removing existing packages; these are things that apt-get upgrade is disinclined to do (apt-get dist-upgrade goes further than apt-get upgrade, but from memory it still won't remove packages). Try # apt-get -s install flwm kbd kdelibs2g moonlight procps to see what apt-get thinks is required to upgrade these packages; if it looks OK to you, run it again without the "-s".
