I believe Debian supports the ctrl-alt-del key sequence for shutdown.
You might have to enable it in /etc/inittab.  The line looks like:

# What to do when CTRL-ALT-DEL is pressed.
ca:12345:ctrlaltdel:/sbin/shutdown -t1 -a -r now
