startx as non-root

my "startx" only works as "root."  but i need to run it as
"non-root."  (error message:  "you are not authorised to run the x
server".)

i've added the non-root user name to "dip."

the file permissions for "startx" is "755". ("-rwxr-xr-x").

any suggestions?
