I had this exact problem some days ago.
The problem are in the relay directives.
# The setting below allows your host to be used as a mail relay by only
# the hosts in the specified networks. See the section of the manual
# entitled "Control of relaying" for more info.

I think this is a typo. It should be 255.255.255.0 or whatever is your
netmak
(/16 /24).
In my exim config I had:
host_accept_relay = localhost:192.168.9.0/24:192.168.10.0/24:127.0.0.1
