Yes, it does have libwrap compiled in. It is the standard debian

For some reason tye content of /etc/hosts.deny on both woody servers was
ALL: PARANOID
after changing it to
ALL: ALL
or
ALL: ALL@ALL, PARANOID # like on my sarge desktop
everthing works as it should.
